In the period from 18 to 20 April 2016 at the National University of Oil and Gas «Gubkin University» hosted the 70th Anniversary International Youth Scientific Conference «Oil and Gas - 2016», timed to coincide with the III National Oil and Gas Forum. In 2016, the conference was attended by over 1500 students, graduate students, young scientists, specialists, schoolchildren from 213 educational institutions and industry organizations in Russia and foreign countries.

The conference was supported by the Ministry of Education and Science of the Russian Federation, the Ministry of Energy of the Russian Federation, the Ministry of Natural Resources and Ecology of the Russian Federation, the Chamber of Commerce and Industry of the Russian Federation and the Russian Gas Society.

With welcoming addresses from the Deputy Prime Minister of the Russian Federation Arkady Dvorkovich and the Minister of Education and Science of the Russian Federation Dmitry Livanov, the conference was opened by the Vice-Rector for Research of Gubkin University, Professor Alexander Muradov. «High-quality and modern training of personnel for key industries should make a decisive contribution to the modernization and innovative development of the oil and gas complex of Russia, solve the issue of introducing competitive domestic technologies in the production of equipment for the needs of enterprises, and the development of new hard-to-reach hydrocarbon resources. For this purpose, annually, for 70 years the National University of Oil and Gas «Gubkin University» is becoming one of the largest platforms where students of the country's leading universities, young scientists and industry specialists gather to discuss topical problems and directions for the development of the fuel and energy complex», noted Arkady Dvorkovich in his address. Further, Vladimir Smirnov, Director of the Department of Administrative and Legislative Work of the Ministry of Energy of Russia, spoke with a greeting from the Minister of Energy of the Russian Federation, Alexander Novak.

Gennady Shmal, President of the Union of Oil and Gas Producers of Russia, opened the program part of the plenary session with a report on the topic «Russia was, is and will be a leading oil power».

Pavel Zavalny, Chairman of the State Duma Committee on Energy, Olivier Lazar, Chairman of the Shell Concern in Russia and Schlumberger Russia and Central Asia HR Director Aydin Karimov, addressed the participants, guests and organizers of the conference with welcoming words.

The plenary session continued with a speech by the rector of the National University of Oil and Gas «Gubkin University» Professor Viktor Martynov, in which the importance of holding such events and the need for further popularization of science among the youth was noted.

«First of all, the oil and gas industry is faced with a lack of highly qualified personnel capable of creating these (modern, competitive - author's note) technologies. Today, investments in human capital are coming to the fore», noted Pavel Krylov, Head of the Gazprom PJSC Department, who in his speech highlighted the main areas of research to address the priority tasks of PJSC Gazprom.

Then the head of the Department of the company Yury Pikhtovnikov made a presentation on the main areas of work with the young generation, programs for advanced training and professional training of young specialists, implemented at PJSC LUKOIL.

In continuation of the meeting, Anton Chernov, Director of the Department of the Ministry of Natural Resources of Russia, made a speech with a welcoming address from the Minister of Natural Resources and Environment of the Russian Federation and a report on the personnel policy of the ministry.

The plenary session ended with a report by Academician Anatoly Dmitrievsky, scientific supervisor of the IOG RAS, on the prospects for the development of oil and gas science and practice.

Being one of the largest events in the field of oil and gas education, the «Oil and Gas - 2016» conference was chosen as a platform for summing up the results of the Russian Ministry of Energy competition «Best in Profession» among employees of industry universities. The following received their awards from the Minister of Energy of the Russian Federation Alexander Novak:

  • Igor Bykov, professor of Ukhta State Technical University in the nomination «University employee in the field of creating machines and equipment for the fuel and energy complex»;
  • Professor of the National Research Tomsk Polytechnic University Emilia Ivanchina in the «Oil and Gas Chemist» nomination;
  • Head of the Department of the Tyumen Industrial University Vera Plenkina in the nomination «University employee in the field of economics and finance of the fuel and energy complex»;
  • Head of the Department of the Ufa State Petroleum Technical University Alexander Verevkin in the nomination «Specialist in the automation of technological processes in the fuel and energy complex»;
  • Raisa Akhmedyanova, professor of Kazan National Research Technological University in the nomination «Head of Research and Development of the Fuel and Energy Complex»;
  • Director of the Institute of Oil and Gas of the Siberian Federal University Professor Nikolai Dovzhenko in the nomination «Researcher of New Materials for the Fuel and Energy Complex»;
  • Head of the Laboratory of the National University of Oil and Gas «Gubkin University» Yuri Dubinov in the category «Employee of the Fuel and Energy Complex Laboratory»;
  • Yuri Zeigman, Head of the Department of the Ufa State Petroleum Technical University in the nomination «Teacher of Oil and Gas Disciplines»;
  • Leading Engineer of the National University of Oil and Gas «Gubkin University» Ruslan Fatkhutdinov in the nomination «Designer of Fuel and Energy Complex».

In 2016, within the framework of the conference, a «meeting without ties» was held for the first time, at which the participants had the opportunity to ask any question of interest to the heads of oil and gas companies and ministries. The meeting was moderated by Vice-Rector for Research of Gubkin University Alexander Muradov, and the speakers were: Deputy Director of the Department of the Ministry of Energy of the Russian Federation Andrey Tereshok, Head of the Department of Gazprom PJSC Pavel Krylov, Chairman of Shell in Russia Olivier Lazar, Marketing Director of Schlumberger Russia and Central Asia Dmitry Tsaplin, General Director of GUP RK Chernomorneftegaz Igor Shabanov, Vice President of Halliburton International GmbH Konstantin Shilin. The sponsor of the «meeting without ties» was the Shell concern. At the meeting, questions were asked concerning the prospects for the development of oil refining in Russia, the implementation of joint projects and the development of new fields, as well as internships, internships and employment in leading oil and gas companies.

According to the program, the conference continued in 13 main breakout sessions. In total, over 800 scientific papers in 23 thematic areas were heard at the conference during two days. The expert commissions for each of the areas noted the growing interest of young people in conducting scientific activities and an increase in the level of elaboration of the presented works in general.

On the second day of the conference, one of the key events was the face-to-face stage of the I All-Russian competition for the best student scientific association of the oil and gas industry in Russia, at which the winners of the correspondence stage - the 10 best teams of universities in our country - presented their projects. According to the regulation on the competition, student scientific associations were to prepare a project for the innovative development of the fuel and energy complex of the Republic of Crimea. In the works submitted to the competition, students tried to reveal the energy potential of the region and demonstrated the possibility of creating an energy-independent entity. The work affects not only the creation of innovative technologies and industries, but also the possibility of using existing energy reserves, the analysis of the socio-economic effect of their implementation in general. The competition commission of the in-person stage was headed by Deputy Director of the Department of the Ministry of Energy of Russia Sergey Abyshev and First Deputy Minister of Fuel and Energy of the Republic of Crimea Vadim Belik, the commission also included representatives of the Ministry of Education and Science of the Russian Federation, the Ministry of Natural Resources of Russia, the Moscow Department of Education, the Federal Agency for Youth Affairs, PJSC Gazprom , PJSC TATNEFT.

The sponsor of the competition for the best student research association was JSC Transneft.

The awarding ceremony for the prize-winners, winners of the conference and competition took place on April 20, 2016 at the site of the III National Oil and Gas Forum in the Expocentre Fairgrounds. The conference participants who took the third and second prizes were awarded by the Director of the Department of the Ministry of Energy of the Russian Federation Vladimir Smirnov and the rector of the National University of Oil and Gas «Gubkin University» Victor Martynov. Halliburton has established special prizes for the best youth research papers in the direction of the company. Olga Rodicheva, a student of Gubkin University, became the owner of the main prize from the company - a cash grant. The winners of the conference were awarded with I degree diplomas and valuable prizes, subscriptions to printed publications and mementos from the publishing house Nedra and the publishing house Kommersant, and the team of Kazan (Volga region) Federal University received a challenge cup and memorabilia for the best student scientific association of the oil and gas industry of Russia diplomas awarded by the Minister of Energy of the Russian Federation Alexander Novak and the Rector of Gubkin University Viktor Martynov. Gifts to the winners of the conference were provided by the strategic sponsor - Schlumberger Russia and Central Asia.

The final event was an informal meeting of the Minister of Energy of the Russian Federation Alexander Novak with the conference participants, answering the questions of which the Minister spoke about the most significant events in the country's fuel and energy complex, the possibility of forecasting oil prices, as well as the results of meetings with the leaders of the largest oil and gas industries in oil-producing countries.

At the end of the meeting with the Minister, the issue of creating a coordinating youth council for the oil and gas industry of Russia was positively resolved, which included representatives from 45 universities and 4 oil and gas companies of the country.
