The legal basis for ensuring publication ethics is international standards: The provisions adopted at the 2nd World Conference on the Integrity of Scientific Research (Singapore, July 22-24, 2010); the provisions developed by the Committee on Publication Ethics (The Committee on Publication Ethics — COPE) and the norms of Chapter 70 «Copyright» of the Civil Code of the Russian Federation.

The editorial board of the proceedings of the conferences of the Forum guarantees compliance with:

ETHICS OF PUBLISHING SCIENTIFIC PUBLICATIONS:

Editorial board of the conference collections of the Forum (Editorial Office):

  1. Guarantees consideration of all materials submitted for publication, compliance with editorial independence and integrity in making objective decisions without prejudice to the authors, basing its policy on respect for the personal rights of the author and intellectual property rights
  2. Implements the policy of the journal to ensure and improve the quality of published materials in order to develop domestic and foreign oil and gas science; strives to meet the scientific needs of readers and authors;
  3. Establishes as the guiding principles of editorial activity the relevance, importance, clarity, reliability, validity of the published research material;
  4. The main principles of high qualification of published research materials include:
  • Thoroughness: the published research results must be carried out qualitatively and thoroughly in accordance with ethical standards; the authors are collectively responsible for their work and the content of the publication;
  • Honesty: authors should present the results honestly, without falsification or unfair manipulation of data;
  • Unambiguity: the publication should provide sufficient information so that other researchers can repeat the experiments carried out;
  • Completeness of the submitted materials: the review and conclusions from existing studies should be complete, balanced and should include information regardless of whether it supports the hypotheses and interpretations of the author of the publication or not;
  • Deliberateness: the results of the new study should be presented in the context of the results of previous studies;
  • Originality: the authors guarantee that the work proposed for publication is original and has not been previously published anywhere in any language; the work cannot be sent to several publications at the same time;
  1. Pursues a policy of including highly qualified members who actively contribute to the development of the journal in the editorial board and editorial board;
  2. Implements a policy for the systematic improvement of institutions for reviewing, editing, and peer review of publications, guaranteeing the accuracy, completeness, clarity, impartiality, and timeliness of peer review and research reporting;
  3. Makes a decision on the acceptance or non-acceptance of the article for publication based on all the comments of independent reviewers in general. The final editorial decision and the reasons for its adoption are communicated to the authors.

ETHICS OF AUTHORSHIP OF SCIENTIFIC PUBLICATIONS:

Authors of publications:

  • They must ensure that the list of authors includes only persons who meet the criteria of authorship (that is, persons who have made a significant contribution to the work), and that researchers deserving of authorship are not excluded from the list of authors;
  • They must agree to be included in the list of authors and must approve the version of the work sent for publication; any changes to the list of authors must be approved by all authors, including those who are removed from the list;
  • They must know the work submitted for publication well and ensure that this work meets the above requirements;
  • They should work together with editors or publishers to correct their works as soon as possible if errors or omissions are found in them after publication;
  • They are obliged to notify the Editorial Board immediately if an error is found in any work submitted by them for publication, accepted for publication or already published;
  • May not copy references to works from other publications that they have not read themselves; citations and references to other works must be accurate and designed in accordance with the requirements;
  • They must refer correctly and accurately to previous works relevant to the publication, both by other researchers and by the authors themselves (verbatim reproduction of their own works and their paraphrasing are unacceptable, they can only be used as a basis for new conclusions);
  • It is necessary to indicate the authorship of the data, text, drawings and ideas that the author received from other sources — they should not be presented as belonging to the author of the publication; direct quotations from the works of other researchers should be marked with quotation marks and a corresponding link;
  • They must comply with the norms of copyright protection legislation; copyrighted materials (for example, tables, figures or large quotations) can only be reproduced with the permission of their owners.

ETHICS OF REVIEWING SCIENTIFIC PUBLICATIONS:

  1. The editorial board guarantees an independent review of the materials in a way that ensures the honesty and objectivity of the statement regarding the scientific value of the article intended for publication;
  2. The editorial board guarantees an honest and proper independent review process;
  3. The editorial board reserves the right to reject the material without conducting an independent review if it is considered low-quality or unsuitable for the readers of the journal. This decision is made honestly and impartially, taking into account the editorial policy of the journal.;
  4. The editorial board uses the services of independent reviewers in relation to the materials considered for publication by selecting persons with sufficient experience and who do not have a conflict of interest.;
  5. Independent reviewers are informed what requirements are imposed on them, as well as information about any changes in the editorial policy;
  6. If the reviewers raise a question regarding the reliability of the data or the expediency of publishing a scientific work, the Editorial Board provides the author with an opportunity to answer the questions posed;
  7. When submitting for review, the Editorial Board ensures the confidentiality of the authors' material and informs the reviewers about the need to maintain such confidentiality.;
  8. The editorial board maintains the confidentiality of the reviewers' personal data.

ETHICS OF EDITING SCIENTIFIC PUBLICATIONS:

  1. The editorial board makes a decision on the acceptance or rejection of publications, which imposes special requirements on the honesty and objectivity of this process and its compliance with the scientific vision of the journal;
  2. The information materials for the authors of the articles indicate the requirements for them, as well as the procedure for processing the submitted materials;
  3. In order to ensure the reliability of the published data, it is possible to make appropriate corrections or correct typos as soon as possible. If an error renders the work or a significant part of it invalid, the article is withdrawn with an indication of the reason (for example, a conscientious error);
  4. Upon completion of the review of the submitted materials, the Editorial Board makes a decision with an appropriate comment;
  5. The Editorial Board undertakes to respond to all statements or suspicions of misconduct in relation to the conducted research or publication coming from readers, reviewers or other editors;
  6. The editors undertake to provide the authors with a list of requirements. Editors work in accordance with the identity assurance system;
  7. The editorial board accepts information about the identified problems and decides to withdraw the article;
  8. Conflicts of interest between the editor and the author should be publicly disclosed. Editors should not make decisions regarding materials with which they have a conflict of interest.
